BADGER and SHILLING were the leading players behind the formation of the "Offline HCs". They both worked tirelessly in-game and out to bring players together and to organize the first (unofficial) Orbat.
The Orbat brought players, and squads especially, something more than just ad-hoc battles. It enabled a structure beyond each individual fight and a forum for co-operating as a side.
They also worked tirelessly to encourage fairness, earning them access to the earliest GM tools. At the time the games' servers were somewhat unstable and a server outage could cause the loss of a town or render a town uncapturable, they also helped catch and detect cheaters who had found their ways around the games' defences.
This required an awful lot of co-operation between the two of them. While many players recall and respect the hardwork of Badger and Shilling for the singular benefit of their particular side the true extent of their dedication is little known since much of their co-operation was kept quiet and only slowly revealed out of fear that players would assume they were sharing operational details.
They worked frequently with HATCH to encourage CRSs recognition of the Orbat and the evolving "High Commands" and other community leaders and pressing for game development that would bring some of these aspects of role-play to the game itself.
Eventually both of them went on to become members of the CRS team, Rats.
