Town Cutoff with White Flag

If a town is cut off by capturing the towns around it surrounding it and cutting off its supply lines from that side factories, It will begin a countdown to surrender. The current time for a white-flagged town to surrender is 6 hours. You can still create missions and spawn from them in an attempt to capture a town that is creating the cut stopping the surrender.
