As much as possible ATGs should wait to get a side shot on a tank or at least get a shot at one of the known weak spots. You can refer to the many sapper guides out there to highlight these positions. If a tank has spotted you and is coming right at you often a good trick is to hit it in the tracks. If you track the tank it often spins sideways for a good side shot.
When shooting other ATGs, AAA or soft targets like trucks, half tracks and light armored cars you can have great success with HE. You can also use AP rounds and hope for a direct hit. Many regular ATG players will say that shooting enemy infantry in the open is best with AP rounds. Enemy infantry in enclosed places like buildings may be easier to shoot with HE.
If helping to take down a forward base or fire base a good rule of thumb is the bigger the equipment, the further away you should be. Bigger ATGs can take out tanks from longer ranges but because they are slower they have a harder time avoiding infantry. Smaller ATGs can get a little closer. They are great sniper guns for taking out infantry. They're also fast enough to maneuver when enemy infantry are approaching and are good and getting back into a hiding position when tanks roll out.
Try as much as possible to stay concealed. You never know when an enemy infantry might be walking by. The smaller the ATG the easier it is to conceal it. If an enemy infantry is closing on your position use the bushes to keep yourself out of his sight. He may know where you are but you have a better chance of running him over if he cant see you. Also avoid shooting whenever an enemy plane is on the prowl overhead and looking in your direction. Wait for the planes to get in a position where they can't see you when firing. If they see your tracers you're in trouble.
Finally, choose the right tools for the job. If youre going to get towed to a place with good elevation where mobility isn't a factor then the bigger the gun the better. If youre doing a lot of pushing or hill climbing you may decide to downsize. Always use berms and hills when possible to gain elevation and visibility. The trade off is power and range vs. concealment and mobility. Choose wisely.
Axis ATGs

Mobility: Very fast. Easy to climb hills and hide in bushes.
